The National Development and Reform Commission and other four agencies recently issued the "Implementation Plan for Implementing the Carbon Achievement and Carbon Neutrality Target Requirements to Promote the Green and High-quality Development of New Infrastructures such as Data Centers and 5G" (hereinafter referred to as the "Implementation Plan").
The "Implementation Plan" proposes that by 2025, the operating power utilization efficiency and renewable energy utilization rate of data centers will be significantly improved. The average power utilization efficiency of newly built large and ultra-large data centers nationwide will drop below 1.3, and the national hub nodes will further drop below 1.25 , The green low-carbon grade reaches 4A or above. The overall utilization rate of data centers across the country has increased significantly. The utilization rate of Western Data Center has increased from 30% to more than 50%, and the supply and demand of computing power in the east and west are more balanced. The energy efficiency of 5G base stations has increased by more than 20%.
The "Implementation Plan" also proposes specific measures to promote the green and high-quality development of new infrastructure such as data centers and 5G in terms of innovating energy-saving technologies, optimizing energy-saving models, and using green energy. In terms of innovative energy-saving technologies, encourage the use of high-efficiency and environmentally-friendly refrigeration technologies to reduce energy consumption. Support the construction of data centers with new precision air-conditioning, liquid cooling, cabinet-type modularization, and comprehensive utilization of waste heat in data centers; accelerate the promotion and application of energy-saving 5G base stations. Regarding the use of green energy, encourage the use of renewable energy such as wind energy and solar energy, and increase the use of green power in data centers through self-built dedicated lines or bilateral transactions, and promote the consumption of renewable energy nearby. Support the large-scale promotion and application of modular hydrogen batteries and solar panel houses in small or edge data centers. Combining new technologies such as energy storage and hydrogen energy to increase the proportion of renewable energy in the energy supply of data centers. Support qualified data centers to develop new energy power dedicated line power supply.
